Faith Winter WANTED TO INCREASE YOUR INCOME TAXES – TWO YEARS IN A ROW

In 2018 and 2019, Faith Winter sponsored compulsory family leave legislation that would’ve increase income taxes for Colorado workers.

Her 2019 proposal (SB19-188) would’ve increased Colorado workers’ income tax rate from 4.63% to 4.95%. In addition, despite the Taxpayers Bill of Rights explicitly stating that all tax increases should go to a vote of the people, Winter’s proposal would bypass the voters by calling the tax increase a “premium” or a “fee.”

Even worse – the “fee” could be increased by an unelected bureaucrat at any time.

When Winter’s proposal was to be heard in committee during the “Bomb Cyclone,” she decided to hold the hearing despite many individuals not being able to commute to the Capitol to testify. To make matters worse, Faith Winter declared that individuals could submit their testimony via email to be read aloud during the committee meeting – but she didn’t do that – despite hundreds of submitted testimony.

Despite the tax hike, research showed that “there is significant risk that the revenue from the premium payments will not be enough to fund the program,” and that the legislation could result in “loss of worker incomes and increase in business costs.” Thankfully, this legislation was killed in the final days of the 2019 session, but Faith Winter has vowed to bring it back.
